# OKR quality review

## Purpose

Detect OKRs that describe activity instead of outcomes or cannot be scored consistently. The review checks the relationship between objectives, key results, strategy, ownership, and measurement cadence.

## Scope

Assess the supplied OKRs against the company rubric and strategy references. Review every objective and key result, identify structural defects and dependencies, and propose edits without scoring actual performance.

**Excluded:** setting targets on behalf of leaders, assigning owners, calculating compensation, and replacing the approved strategy.

## Data basis

- OKR table columns `objective_id`, `objective`, `key_result`, `baseline`, `target`, `unit`, `due_date`, `owner`, `confidence`, and `status`.
- Company strategy, annual priorities, and team dependency map.
- OKR rubric defining outcome language, scoring, stretch, and confidence.
- Prior-quarter OKRs and score history.

## Result

An OKR quality matrix, dependency register, and concise calibration memo.

## Quality criteria

- Every key result has a measurable unit, baseline or explicit baseline rule, target, date, and evidence source.
- Each objective states an outcome and links to a cited strategic priority.
- Dependencies identify the upstream or downstream OKR and affected owner.
- Confidence and status values use the approved vocabularies.
- Suggested changes retain the original intent and identify the changed field.

## Instructions

Evaluate objective quality separately from key-result quality. Treat task lists as activities unless the source explicitly defines an outcome measure. Do not call a target unrealistic without a cited baseline, prior result, capacity limit, or rubric rule. Preserve committed and aspirational labels. Check duplicate ownership and duplicated measures across teams.

## Adapt before use

A quality finding never changes the official OKR value or status.
The resulting matrix is interpreted against the quarter’s planning calendar.

- Add the OKR rubric, strategy, and dependency map.
- Map OKR columns and approved vocabularies.
- Define scoring, confidence, stretch, and alignment rules.
- Provide prior-quarter results for continuity checks.
